Emergency Management Department Judgment Standards for Major Accident Hidden Dangers of Industry and Trade Enterprises (hereinafter referred to as the "Criteria"), which will be officially implemented on May 15, 2023, is applicable to the determination of major potential accidents in metallurgical, non-ferrous, building materials, machinery, light industry, textile, tobacco, trade and other industrial and trade enterprises.

The Judgment Standard is formulated in combination with the typical accident lessons of industrial and trade enterprises in recent years, and lists 64 cases that should be judged as major accident hazards, The textile industry focuses on the setting of personnel and places near high-risk equipment and facilities, and the mixed storage of taboo materials , highlighting the accident orientation, and achieving more scientific research, judgment and management. The relevant judgments of textile enterprises are as follows:

　　 1 A textile enterprise shall be judged as a major potential accident in any of the following circumstances:

　　 "The vaporization chamber, gas storage tank, oil storage tank and heat medium furnace for heat setting processes such as singeing, opening and drying in yarn, thread and fabric processing are not separated from or set up separately from the places where production and processing personnel gather."

　　 explain:

1. "Separation" means that the equipment and facilities with high safety risks such as vaporization room, gas storage tank, oil storage tank, heat medium furnace, etc. are set in separate rooms in the production plant and separated from the gathering place of personnel.

2. "Separately set" means that the equipment and facilities with high safety risks such as vaporization room, gas storage tank, oil storage tank, heat medium furnace, etc. are set outside the production plant and separated from the personnel gathering place in the production plant.

The vaporization room, gas storage tank, oil storage tank and heat medium furnace for heat setting processes such as singeing, opening and drying in yarn, thread and fabric processing are not separated from or set separately from the gathering places of production and processing personnel.

　　 "Insurance powder, hydrogen peroxide, sodium hypochlorite, sodium chlorite, carved white powder (white block) and contraindication materials are mixed for storage, or no waterproof and moisture-proof measures are taken in the storage place of insurance powder."

"Prohibited materials" refer to articles that are prone to chemical reaction or have different fire extinguishing methods. 　　 Judgment situation:

1. If the production and business operation project or site is contracted or leased to other units, the enterprise has not signed a special agreement on production safety management with the contractor or lessee, or has not stipulated their respective responsibilities for production safety management in the contract or lease contract.

2. If the production and business operation project or site is contracted or leased to other units, the enterprise's obligations of unified coordination and management of work safety shall be exempted or transferred from the work safety management agreement, contract or lease contract signed between the enterprise and the contractor or lessee.

3. If the production and business operation project or site is contracted or leased to other units, the enterprise fails to regularly conduct safety inspection on the contractor and lessee in accordance with the rules and regulations of production safety or the requirements in the agreement or contract, or fails to urge the rectification of safety problems found

　　 "The special operation personnel fail to receive special safety operation training and obtain corresponding qualifications according to the regulations and take up their posts."

　　 Judgment situation:

1. Enterprises use special operation personnel who have not obtained corresponding special operation certificates to work.

2. Enterprises use special operators with forged special operation certificates to work.

3. The enterprise uses special operation personnel whose special operation certificate has expired or has not been reviewed upon expiration to work.

　　 3 The industrial and trade enterprises operating in confined space with poisoning risks such as hydrogen sulfide and carbon monoxide shall be judged as major potential accidents if they have one of the following circumstances:

　　 "The confined space is not identified, the safety management account is not established, and no obvious safety warning signs are set."

　 explain:

"Confined space with poisoning risks such as hydrogen sulfide and carbon monoxide" refers to the limited space where toxic gases such as hydrogen sulfide, carbon monoxide, phosphine and hydrogen cyanide may exist, such as sewage treatment facilities, pulp tanks, pickling tanks and fermentation tanks, which are prone to poisoning accidents.

The confined space with hydrogen sulfide, carbon monoxide and other poisoning risks was not identified, and the safety management account was not established, nor were obvious safety warning signs set up in the confined space.

　　 Judgment situation:

1. The confined space operation was not approved before the confined space operation.

2. Before confined space operation, ventilation and gas concentration detection were not carried out, or confined space operation was carried out when toxic gas concentration detection was unqualified.

3. There is no special supervisor at the confined space operation site, or the supervisor enters the confined space to participate in the confined space operation, or the supervisor does not supervise the whole process.
