Seven Ministries And Commissions, Including The Ministry Of Commerce, Encourage Retail Innovation And Upgrading, And Require The Apparel Industry To Build A Platform Based Supply Chain
On December 16, the Ministry of Commerce, the National Development and Reform Commission and other seven ministries and commissions issued the Implementation Plan of the Retail Industry Innovation and Improvement Project to promote the high-quality development of the retail industry. The Plan proposes implementation rules for promoting retail innovation from the aspects of scenario transformation, quality supply, digital empowerment, diversified innovation, supply chain upgrading, etc. The Plan specifically mentioned that we should encourage clothing and other fields to build a platform type supply chain of "production+platform+consumers", and develop a solution of "personalized customization+flexible production+timely logistics".
The Plan puts forward the goal of identifying a number of pilot cities for retail innovation and upgrading every year, completing the transformation of a number of existing retail commercial facilities, and promoting a number of typical cases with mature experience. By 2029, a modern retail system with rich supply, balanced layout, diversified channels, excellent service, smart, convenient, green and low-carbon will initially be formed.
In terms of scenario transformation, the Plan requires that department stores and shopping centers should be promoted to carry out the transformation of "one store, one policy", encourage integrated commerce, and create new landmarks for shopping, catering, social networking, entertainment and other "one-stop" services to meet all-round consumption needs. Innovate fashion business, develop first mover economy, introduce global famous brands, support first stores, first exhibitions and first shows, and cultivate "youth power", "her economy", "literary style", etc.
In terms of promoting quality supply, the Plan proposes to cultivate new consumption growth points such as smart home, digital products, smart wear, big health, beauty, pets, etc. Promote the "trendy products" of Chinese products, develop theme cultural and creative products, characteristic intangible cultural heritage, tourism commemorative products, promote time-honored brands to increase varieties, improve quality, strengthen brands, and enter business circles, progressive streets, transportation hubs, and scenic spots. Encourage the import of high-quality goods, use international exhibitions, foreign cooperation, cross-border e-commerce and other channels to attract global brands, connect with global high-quality suppliers to implement cross-border direct procurement, and introduce the "Belt and Road" to jointly build national high-quality goods.
The Plan emphasizes digital empowerment. Promote the deep integration of physical retail and digital economy, form new quality productivity, and improve retail efficiency. Encourage retail enterprises and suppliers to promote the commodity barcode system based on the Global Uniform Code Identification (GS1), so as to promote the full chain interconnection of data and smooth collection and exchange. Encourage the application of digital technology to optimize standard processes, enable store opening layout, purchase, sales and inventory management, logistics distribution, anti-counterfeit traceability and other links, promote intelligent upgrading of information systems, and improve after-sales service experience such as integrated delivery, assembly, disassembly and receipt, return and replacement, evaluation and feedback. Explore the use of artificial intelligence, virtual reality, augmented reality and other technologies to create new digital consumption scenarios such as cloud shopping, cloud shopping, and cloud experience.
We should also diversify and innovate. Comply with the change of consumption trend, innovate diversified retail formats, and prosper the retail market. Encourage the development of boutiques, collection stores, flash stores, brand discount stores and other new formats, and cultivate "small and beautiful" and "specialized and refined" specialty stores. Encourage "trendy goods" made in China to enter duty-free shops in the city and spread excellent traditional Chinese culture. Support the coordinated development of going to store and going home, promote the online and offline integration of instant retail (platform order+nearby distribution, store order+instant distribution), and explore new models such as "store warehouse integration", "pre-sale+collection and distribution". We will support the promotion of high-quality development through standardization. Starting from key standards such as green shopping malls, we will identify a number of excellent practice cases covering major retail formats to promote green and healthy consumption.
To promote the improvement of supply chain, the Plan encourages large retail enterprises to play an advantageous role, strengthen supply chain coordination, optimize circulation channels, efficiently connect supply and marketing, and promote cost reduction and efficiency increase. Support shared inventory management throughout the supply chain, promote centralized collection and allocation, unified warehouse allocation, supplier direct allocation, automatic replenishment and other modes, reduce multi-level inventory, repeated transportation and unnecessary reverse circulation, and make more information and less goods go astray. Encourage enterprises to carry out alliances with the same industry or different industries, develop their own brands, and reduce costs and increase efficiency through joint research and development of hot selling products, joint procurement expansion, and increase the purchase volume of single products in selected categories.
Encourage furniture, clothing and other fields to build a platform type supply chain of "production+platform+consumer", carry out "personalized customization+flexible production+timely logistics", and provide green furniture customized solutions for the whole house. Distributors (wholesalers) are encouraged to give full play to their advantages in channel and specialty to provide integrated supply chain solutions for retailers.
