According to the Shandong provincial government, in January 4th, the State Council approved the "Shandong Peninsula Blue Economic Zone Development Plan" in Document No. 2011 [1], which is the first national development strategy approved in 12th Five-Year, and is also the first one in China.

The Shandong provincial government said that the implementation of the plan is a major strategic move for China's regional development to extend from land economy to marine economy and actively promote land and sea co-ordination, marking the implementation of the pilot work of national marine economic development.

According to the plan, the strategic orientation of the Blue Economic Zone in Shandong peninsula is to build a modern marine industrial agglomeration area with strong international competitiveness, the core area of marine science and technology education with the advanced level of the world, the national marine economic reform and opening up zone and an important marine ecological civilization demonstration area.

According to the objectives set forth in the plan, by the year 2015, the modern marine industrial system of the Shandong Peninsula blue economic zone was basically established, the comprehensive economic strength was significantly enhanced, the independent innovation capability of marine science and technology was greatly improved, the quality of land and sea ecological environment was improved significantly, the marine economic opening pattern was continuously improved, and the overall requirement of building a well-off society in an all-round way was first achieved. By 2020, a blue economic zone with a well-developed marine economy, an optimized industrial structure and a harmonious human and nature had been built to take the lead in basically realizing modernization.

The Shandong peninsula is the largest peninsula in China. It is an important part of the Bohai the Yellow River economic zone.

The main body area of the blue economic zone of Shandong Peninsula covers all the coastal areas of Shandong and Qingdao, Dongying, Yantai, Weifang, Weihai, Rizhao 6 cities and Binzhou cities, and the 2 coastal counties belong to the land area. The sea area is 159 thousand and 500 square kilometers, and the land area is 64 thousand square kilometers.

The Shandong provincial government said that under the new situation, vigorously developing the marine economy and speeding up the construction of the blue economic zone of Shandong Peninsula are conducive to expanding the space for national economic development and safeguarding national strategic security. It is conducive to accelerating the formation of new economic growth poles, improving the overall coastal economic development of China, promoting the construction of marine ecological civilization, promoting the sustainable development of marine economy, improving the level of international cooperation in marine economy, and deepening our coastal opening strategy, which is of great significance.
