New Regulation Of CBRC Strengthens Liquidity

To enhance commercial banks' liquidity risk management and maintenance Bank The safe and stable operation of the system has been drafted by the China Banking Regulatory Commission (CBRC) recently. The approach will introduce a macro Prudential perspective into liquidity risk management and regulation, requiring regulatory agencies and commercial banks to closely follow the study of the impact of macroeconomic and financial policy adjustments and changes in the financial market on the liquidity of the banking system, monitor and analyze the overall liquidity characteristics of the market, and find signs of market liquidity and financing costs as early as possible, and respond promptly. Measures 。


The measures also unified the regulatory requirements of liquidity risks for Chinese and foreign banks, so as to establish a complete institutional framework covering the liquidity risk management and supervision of Chinese and foreign banks, and also made some provisions for the particularity of liquidity risk management of foreign banks. In accordance with the trend of cross border operation and collectivization of commercial banks in China, the Measures stipulate that liquidity risk management should be implemented separately for important currencies.


The measures will be implemented in January 1, 2012. Commercial banks should reach the regulatory standards of liquidity coverage by the end of 2013 and reach the regulatory standard of net stable fund ratio by the end of 2016.
