Zhoukou has abundant human resources, broad market prospects and unique geographical advantages, providing favorable conditions for undertaking the pfer of shoemaking industry.

Therefore, in 2010, the provincial Party committee and the provincial government identified Zhoukou as an important place for industrial pfer, named "Henan export base for footwear industry", and included 15 major investment projects in the province, providing better environmental support and policy support for the development of our footwear industry.

Subsequently, the municipal Party committee and the municipal government took the opportunity to implement the strategy of building a shoe-making base and building a central shoe capital, and formulated the development plan of the footwear industry and export base in Zhoukou.

At present, the whole city has 19 shoe factories, with a total investment of 1 billion 924 million yuan, 17 production lines of finished products and 11 million 960 thousand pairs of production capacity, forming a large scale shoe making industrial cluster.

In the first half of this year, the city achieved 4 million 140 thousand pairs of footwear exports, accounting for 45.8% of the total export volume of the province, with an export volume of US $42 million 610 thousand, accounting for 58.9% of the province's total exports.

It is reported that by the year 2020, the export base of Zhoukou footwear industry will build a famous domestic and internationally influential "central shoe capital" with the integrity of the industrial chain, strong research and development capability, and its own footwear brand, which integrates shoe production, R & D and supporting equipment trading. It will form the "two garden" with the footwear industry park of Xihua county and the shoe industry park of Shangshui County as the core, and radiate the 9 industrial agglomeration areas of Zhoukou Economic Development Zone, Xiangcheng, Luyi, Fugou, Shenqiu, Dancheng, Huaiyang, Taikang and Sichuan, and construct the "three centers" of the central leather shoe material trading center, shoe machine hardware fittings trading center and storage logistics distribution center, thus forming the development pattern of "one two two parks and three centers".
