The fund is mainly used to support the implementation of cleaner production in key areas of planning, which is supported by national cleaner production, and focuses on supporting the mandatory audit of cleaner production, the obvious effect of implementing cleaner production, and the larger share of energy saving and emission reduction targets.


Wang Guangtao said that in order to ensure the effective and reasonable use of the fund, the draft also specified the specific management measures for the use of the fund, which was clearly formulated by the State Council Finance and cleaner production management department in conjunction with the administrative department of environmental protection, industry, construction and agriculture under the state Council.

At the same time, the draft also made clear stipulations on the responsibilities of the local people's governments in coordinating the local financial arrangements for cleaner production funds and other social funds, focusing on supporting cleaner production and implementing key projects identified by the plan.

The Standing Committee of the National People's Congress attached great importance to the implementation of the cleaner production promotion law, and conducted a law enforcement inspection work in 2010.

The NPC Standing Committee's law enforcement inspection report and deliberation opinions put forward a timely revision of the cleaner production promotion law, and made clear the contents of the amendment.

The draft stipulates that the state should establish a cleaner production planning system, and clearly stipulates that the cleaner production comprehensive management department and the environmental protection department of the State Council shall, together with the relevant departments under the State Council, compile the national cleaner production implementation plan according to the national economic and social development plan and the requirements of the relevant administrative departments under the State Council in implementing the cleaner production plan according to the consent of the State Council, determine the list of key enterprises implementing compulsory clean production audit in the industry, formulate the responsibilities of organizing and implementing the special implementation plan for the industry, and make clear provisions for the approval plan of the State Council and the announcement of the relevant departments of the State Council.


In addition, the draft also proposes two specific contents for the implementation of national cleaner production planning: first, the objectives, main contents and main measures for cleaner production; and two is the list of key areas, key industries, key projects and key enterprises to carry out cleaner production according to the level of resources, energy consumption and pollutant discharge.
