In order to thoroughly implement the decision and deployment of the CPC Central Committee and the State Council on supporting the innovative development of small and medium-sized enterprises and accelerating the promotion of new industrialization, and guide and drive the digital transformation of small and medium-sized enterprises, the collection of typical cases of digital transformation of small and medium-sized enterprises in 2024 is organized. The relevant matters are notified as follows.

　　 1、 General requirements

Focusing on key industries of manufacturing industry, we collected a number of typical cases of digital transformation of SMEs with significant application effect and demonstration effect around the direction of in-depth digital transformation of key business scenarios of SMEs, "chain" collaborative digital transformation of SMEs driven by industrial chain supply chain, and digital transformation of SMEs driven by industrial clusters and parks, Strengthen the sorting and summary of typical path models, accelerate the replication and promotion of excellent experience, and provide guidance and reference for the digital transformation of SMEs.

（1） Point: typical cases of deep digital transformation of key business scenarios of SMEs

The content of the case reflects the digital transformation and upgrading of a key business scenario such as product life cycle, production process, industrial chain supply chain, intelligent management decision-making (see Annex 1 for scenario framework reference) by SMEs, and the application of new generation information and communication technologies such as artificial intelligence, 5G, blockchain, etc., which has achieved significant results in quality improvement, cost reduction, efficiency increase, green, security, etc, The core competitiveness has been significantly improved.

（2） Line: typical cases of "chain" collaborative digital transformation of SMEs driven by industrial chain supply chain

The case content reflects the characteristics of leading enterprises or platform enterprises in the supply chain of the industrial chain to pull the collaborative digital transformation of small and medium-sized enterprises by providing common industrial solutions to small and medium-sized enterprises and opening up resources such as technology, capital, talents and services. It mainly includes two modes of supply chain empowerment and industrial chain empowerment:

1. Supply chain enabling mode

Give full play to the leading and supporting role of the main chain enterprises in the subdivided industries and the cooperation and supporting role of SMEs. The chain owners and leading enterprises will export the overall digital transformation solutions of the industry around the common needs of the supply chain management and other industries, and drive the small and medium-sized enterprises on the chain to implement digital transformation by order, collaborative manufacturing and other ways, so as to enable the coordinated development of enterprises on the chain, Create a new supply chain system that is efficient, coordinated, safe and controllable.

2. Industrial chain empowerment model

Platform based enterprises that are deeply engaged in subdividing industries will provide SMEs on the industrial chain with "small, fast, light and accurate" digital products and solutions with industrial and regional characteristics. Based on the platform, they will gather and organize manufacturing resources to achieve accurate matching between demand orders and the production capacity of SMEs, and create new models and new formats such as shared manufacturing, personalized customization, crowdsourcing and mass innovation, Promote SMEs to achieve innovative development through digital transformation.

（3） Area: typical cases of industrial clusters and parks driving the digital transformation of SMEs

The case needs to reflect that industrial clusters and parks introduce or build "industrial brains", build digital carriers such as central factories and shared workshops, create new models and new formats such as equipment leasing, collection and marketing, crowdsourcing and mass innovation, and implement policies, technologies, products The sharing, sharing and optimal allocation of standard and other data resources and industrial resources will improve the digitalization capability of SMEs in the region and the level of collaboration among enterprises.

In addition to the above three solicitation directions, the applicant can also summarize and refine other paths and modes of digital transformation of SMEs for declaration based on its own situation.

　　 3、 Solicitation method and requirements

（1） Solicitation method

1. In principle, the cases on "spot" shall be submitted by SMEs; In principle, the supply chain empowerment model of "online" cases is submitted by chain owners and leading enterprises, and the industrial chain empowerment model is submitted by platform enterprises; In principle, the "general" cases shall be submitted by the cluster, park operation authority, platform enterprises or leading enterprises; In principle, "other" cases do not limit the subject of declaration. The applicant shall select one of the above directions according to the requirements of the solicitation direction and the characteristics of the cases to be submitted. Each applicant shall submit no more than one case.

2. The applicant should complete the application according to the prompts at the entrance of the collection of typical cases of high-quality SMEs gradient cultivation platform (zjtx. miit. gov.cn) - digital transformation - digital transformation before August 7, 2024. After completion of filling, the system will generate the application form for digital transformation cases (see Annex 2 for details), which can be downloaded, printed, stamped with the official seal of the enterprise and uploaded on the system.

3. After the application is completed, the competent departments of small and medium-sized enterprises at the provincial level will review and recommend in the collection system, download and fill in the Summary Form of Cases Submitted by XX Province (Annex 3), and upload it in the system before August 14, 2024 after affixing the official seal of the unit.

（2） Solicitation requirements

1. The applicant is registered in the People's Republic of China, has independent legal personality, has good economic benefits and good credit record in the past three years, has no major security (including network security, data security), quality and other accidents in the past three years, and has no violations of laws and regulations.

2. The cases submitted should meet the requirements of the solicitation direction, be realistic, logical, highlight key points, and have detailed data, be representative of the industry, and have strong reference value and replication and promotion value. At the same time, the text should be vivid, and the main content should have corresponding pictures, videos and other promotional materials, so as to have the willingness and conditions to shoot cases into videos in the later stage.

（3） Selection and release

Later, we will organize experts to review the recommended cases in various provinces and cities, collate, compile and publish the selected cases, and shoot some qualified selected cases into videos as appropriate, so as to strengthen publicity and promotion in various ways.
